Is it possible to have a lens so that all light incident on a surface parallel to its jurisdiction over the other
We essentially trying to find a collection of light mechanism. In a double concave lens, the light moving in the direction of point Focal lens emerges parallel to the main axis at the other end. However, the light rays do not travel to the focal behave differently. There is any lens that focuses radiation incident on it at the same point regardless of the angle of incidence, or at least it is parallel to the main axis?
No, it is not. In fact, it would violate the Heisenberg uncertainty principle. It is actually not even possible to get a lens that makes the rays from the fully developed parallel. Try to get all the rays from all directions out parallel would be infinitely more difficult (but just as impossible).
