What is responsible for land in different lengths of pipe?

I make a PVC pipe organ with a friend, and I'm in a strange situation. We use a whistle-style dress and pack-opening to create sound (like a recorder). Our mid-tone C is a piece of 3 / 4 "diameter PVC interior 12.5 "long. However, when we double the length of pipe, with the intention to abandon the field and octave, pitch increases by about one fifth perfect.
